Why it happens first
Moving a heading in a drawing takes a minute; moving it after the page is built takes an afternoon, and after launch it takes a conversation about scope. Deciding the layout while it is still cheap to change is most of what keeps an estimate honest.
If somebody else is building it
You get the screens and the design system, not a picture of them: spacing, type sizes, and colours written down as values a developer can implement without guessing. Whether that developer is us makes no difference to what you receive.
What a quote depends on
Every estimate is written down before work starts. The four things that move it are the same for every project, and they're spelled out on the services page.
